Sid Meier considered this game to be a mistake. The truth is, this game was before its time. The game features several different minigame sequences requiring you to puzzle (wiretapping, decrypt messages, sort and follow leads) and spy (stealth/break and enter, stakeout, tail vehicles) in order to prevent terrorist plots and arrest or turn as many terrorist operatives as you can including, if possible, the mastermind of each terrorist organization.
The stealth gameplay alone gives you multiple ways to obtain intelligence. Snoop through files drawers and desks photographing for clues. Place bugs behind pictures, in houseplants, under furniture. Search each computer terminal for a hint at the password, then hack it and do a search to see if that random name you keep seeing in files has an address associated with it (or vice versa). You can also apprehend criminals if you are at the right place at the right time. But remember, you have to have evidence on file if you hope to keep them behind bars.
Avoid detection at all costs. Learn to crouch behind objects as enemies pass by. Rig a door with a stun grenade to surprise enemies and draw their attention. Drop a silent gas grenade in a bottleneck passageway to create a non-lethal
trap for enemies passing through without stirring the hive. Walk over bodies to conceal them. Bring a firearm for defense or for a bloodbath. Jump over furniture when it gets in your way. It all can be done in this game.
Wiretapping can be difficult but rewarding allowing you to randomly intercept communications for more names, addresses, and evidence. Cryptography, while fun, tends to only provide evidence without yielding new leads. Furthermore, if you arrest a suspect, they can often tell you what it said. Tailing a suspect and/or staking out a building are last resorts if you are out of leads.
The more you arrest before the case is closed, the higher your score. Do average on a mission and you'll be bragging about it to a plain Jane in the break room over coffee. Perform exceptionally and you'll earn some beachside leave with a nice view of the ladies.
One of my favorite aspects of this game is that it challenges you to sort through data: names, addresses, pictures, to try and deduce which leads are useful and which are low priority. You would do well to keep a pencil and paper hand by the keyboard to write down names, addresses, and other details. This is because you cannot sort through your case data while in stealth sequences (naturally). This comes in most handy with hacking computers since they will allow you to do a search on input of your choice. You just some things written down to remember the spelling when it comes time to do a search.
All in all, this game is brilliant. If you like spy games, this one is one of the best.
