To eliminate your opponents by occupying every state on the board. The first player to
do so wins the game and controls the country.
This game is played on a map of the United States. States are separated by thin lines,
regions by thick lines. Michigan is in two parts, and some states are so small that
the numbers must be outside them. Do not let this frighten you.
The computer keeps track of how many armies you have to place, and it places one of your
armies in each of your states at the beginning. If then askes you where you want to place
your remaining armies.
If you do something stupid like try to place in a state you don't own, it beeps at you.
This means, try again.
