Scenario editor is not the issue but I changed two more things.
1) switched to newer dosbox version  (should be better but who knows :-) )
2) Increased "cycles" in dosbox (should allow the game to run smoother)

Can You please try following ? :

1) check lowering the "cycles" constant ( SHIFT+TAB+F2 (down), SHIFT+TAB+F3 (up) ) if this helps somehow.
2) Try to manually switch to older dosbox version. Follow these steps :

Go to:
C:\Documents and Settings\[User Name]\Application Data\AppClient\ (WinXP/2000)
C:\Users\[User Name]\Application Data\AppClient\ (WinVista/7)

There should be "Dosbox" and "Dosbox1" directories.
Backup(rename) "Dosbox1" and then rename "Dosbox" to "Dosbox1".

Next time You run the game, You will see dosbox 0.72 starting up instead of 0.74.

When You finish, rename the directories as they were before or you can experience problems with other games.

Let me know if this is the issue. I can then switch this game to older dosbox globally.

Have you renamed the dosbox folder to make it work ? If so, I will make this fix permanent for all users.

OK, I have changed the configuration permanently for all users, You can undo all changes you have done to your installation.
